The Right to Information Act, 2005 (22 of 2005) has been enacted by the Parliament and has come into force from 15 June, 2005. This Act provides for right to information for citizens to secure access to information under the control of public authorities in order to promote transparency and accountability in the working of every public authority. All Universities and Colleges established by law made by Parliament or by State Legislature or by notification by the appropriate Government or owned, controlled or substantially financed directly or indirectly by funds provided by the Government shall come within the meaning of a Public Authority under this Act.
How to apply
1. An application for obtaining information under the Right to Information Act, 2005 is required to be made to the Public Information Officer of the University.
2. The prescribed fees for filing the application is Rs.10/- by way of bank demand draft or banker’s cheque or Rs. 10 Court fees or Indian Postal Order payable to the Registrar, Cooch Behar Panchanan Barma University.
3. There is exemption in fees for citizens belonging to Below Poverty Line (BPL) category. Such citizens should send a copy of BPL card along with their application.
Guideline for Inspection of Answer Script(s) under RTI Act, 2005
- The evaluated answer scripts of all examinations shall be preserved/ stored for a period not exceeding 6 months from the date of publication of re-assessment/ PPS (Post Publication Scrutiny) results of the respective examination.
- University shall entertain applications for self-evaluation for answer script(s) by the student only under RTI Act, 2005 within the period of 6 months as mentioned in para.1
- Cost of information to be supplied by the University shall have to be borne by the Student.
- The students shall have to pay Rs. 500 (or charge decided by the university) per answer scripts in cash to be paid at University cash counter before self- inspection of the evaluated answer script.
- No applications shall be considered by the University unless the application is accompanied by the prescribed fee or BPL certificate under RTI Act. 2005.
- Answer script(s) which is /are under re-examinations/ scrutiny shall not be made available to the concerned student for self- inspection.
- No person other than the applicant shall be allowed to inspect the answer script.
- After the self- inspection student(s) is supposed to submit one self-declaration regarding the same.
- The student shall not be allowed to copy any part of answer script or write anything in the answer script at the time of self- inspection. However, photocopy of the answer script without disclosing the identity of the examiners shall be supplied on payment of Re. 1 per page (or charge decided by the university) if such request is made by the scripts.
- Student shall be allowed to spend maximum 15 minutes per script for self- inspecting the evaluated answer script.
- The student shall have to produce his/her Identity card, original mark sheet, admit card etc. before inspecting the evaluated answer scripts to the concerned officer.
- The student shall not ask anything about the marks awarded to him/her to the concerned officer but s/he may submit their queries in writing to the officer concerned.
- The university shall entertain only the specific claim for redressal of grievance of the concerned student / examinee arising out of self-inspection under RTI Act, 2005 relating to evaluation of answer scripts on payment of Rs. 500 (Five Hundred Only) per answer script.
- Specific claim for para.13 shall only mean the Complain/ prayer which bears significant reason such as error/ mistake occurred in grand total, tabulation box, and non-evaluating/awarding of marks against any question.
